Yes, we saw something like this when we visited Bath a few years ago. Very interesting place to visit. And it’s not that far from London either.

I saw a guy in a red pleated kneelength skirt, knee high lace-up highheel boots and a black leather jacket and white framed sunnies today, working a large dog. I missed taking a shot.
